Suggestion:

Member Groups should be offered -> encouraged -> required (for a one year trial) to complete a Balanced Scorecard template with metrics and future plans for each MG management committee portfolio. Capable of local tailoring.

What is the purpose of this extra work for the committee members? What benefit would they gain?
Balanced Scorecards are intended to have very few measures and indicators on them.
The category for process measures may not be appropriate to branches where many of the processes are defined and carried out centrally.
Different branches or member groups will be in different stages of development and therefore the measures and indicators are less likely to align overall.
Branches and specialist groups are less likely to have shared/aligned measures as they are different groups in their make up.
Each specialist group is potentially open to every member But members of a certain background will gravitate towards them. Strategic measures such as diversity may not be appropriate to some specialist groups (e.g. gender balance and BCSwomen). consolidating balance scorecards over all specialist groups would not be helpful.

I struggle as it is with work/family commitments and a committee with a number of 'passengers' already. What value would this provide? Why is it needed? How to ensure that the real issues/ situation with a committee is understood will probably take far more than a scorecard

A heavy implementation with "required" could drive away some Committee volunteers.

Who will benefit from this extra burden placed on the volunteers?
Will exemplars be provided, along with a template?
Will targets be set on when they need to be create, updated or published?
Who is the intended audience, BCS, the Branch, all active members in a branch, all members assigned to a branch, all members, publicly available?
Who in the branch would be accountable and responsible for them?
Would need a clear definition of 'MG management committee portfolio', which I assume means each branch may need to create many Balanced Scorecards one for each item in their portfolio?

Perhaps a trail in a stratified sample of branches is needed first. Then, if the cost V benefits is positive it could be a recommendation, for a period of time.
