this should only be firmly enforced if we can guarantee the template is valid for all circumstances and all branches. Not all branches operate in exactly the same way and their members (and committee) have a reasonable expectation that the reports should reflect the work of that year.

There may be many reasons why an 'official' report template may not be relevant. We should encourage common approaches and work with those who have challenges to support them and understand their challenges. The 'big stick' approach will be very counter productive

you cannot "enforce" anything, committee members are volunteers; if they "fail" what are you going to do,
you can't sack them
if you eject them from the BCS then that is one less (previously willing) volunteer you have lost
Its not yet explained how the AGM minutes and Chair Report are to become one document...

Given we're all volunteers this isn't really practicable. Also, let's face it, these reports are just added admin and while they are evidence of good governance it's perfectly be possible to be well governed without anything written down, and equally, it's possible to be poorly governed despite all the I's and T's being perfectly dotted and crossed.

REFER - a minimal annual report should be required to show that the MG is alive and has some activity. The budget submission is currently the only guaranteed way of identifying dead groups. If the annual report followed a standard form the budget request could be simplified and simply refer to it.
