Setting up for failure then no - disappointed members isn’t a useful outcome
The plan needs to be careful managed and planned
Communication channels need to be available for members who wish to challenge the plan or want to contribute,
we need to be careful that there are no single points of failure in our volunteers’ work - that is more rigour than tradition for any board we’ve had in the past

you can publish to the Coventry Branch members all you like, but 831 of them will probably not even bother to read the email...i.e. mass apathy amongst members may be your biggest hurdle.
You'd be lucky to get them to bother to comment on these proposals, given the tedious CAPTCHA which is often hard to read...

1) Highly unlikely members care so publish to MGs
2) Be sensitive of devolved nations
3) Rather than annual, rolling quarterly since priorities change. Be more Agile than Gantt.
