Setting up for failure then no - disappointed members isn’t a useful outcome

you can publish to the Coventry Branch members all you like, but 831 of them will probably not even bother to read the email...i.e. mass apathy amongst members may be your biggest hurdle.
You'd be lucky to get them to bother to comment on these proposals, given the tedious CAPTCHA which is often hard to read...

1) Highly unlikely members care so publish to MGs
2) Be sensitive of devolved nations
3) Rather than annual, rolling quarterly since priorities change. Be more Agile than Gantt.
